I was curious if I use my encTitleKeys to download titles and share those CIA with another system will that result in a ban or red flags by nintendo. Like usings two Gateways 3ds with the same private header? I have never used these steal content off nintendo's servers so I'm unclear on the ramifications of these tools.
(off topic)

There's no header that uniquely identifies a cia by definition.
One downloaded directly from the eShop (without having a non-original ticket installed first) (or created with Funkycia's personal option) will install a legit ticket, and of course they could compare your local tickets with your purchase history: none of those are being done.
And with a good cfw (Luma/Mizuki/even RxTools iirc/potentially Cakes with an appropriate external patch) you can change your SecureInfo_A anyway!

I do not think so. Those CIA are the same like converted from 3ds roms just with a good key. Nintendo just ban some of those who make an overuse with tools like CIAngel or FBI. Nintendo then recognise that a specific console downloads too many titles. In this mode, you download them on a pc so Nintendo cannot specify the consoles use this cia except if Nindendo sets some kind of spyware on firmware updates that can send this info. But i think that Nindendo does not care too much about this.

AFAIK, there's no evidence yet that Nintendo is doing any of these things. If you're installing tickets with one of the aforementioned tools and then using the eShop to download the games, that might be a different story.

My mistake. I was refering to the redownload games directly from eshop using the tickets created from any tool. I said that because someones mentioned in other threads that downloaded from eshop too many games in small amount of time

Oh what would the answer to the ultimate question be? ;P

EDIT: HOLY CRAP, I ACTUALLY FOUND IT

Hmm, I am unable to tell from the OP...but what does this program do ?

* was unable to find a github page *
3DSeSTUFF does quite a few things:
  • Creates a database of titles from [enc|dec]TitleKey and seeddb files.
  • Can create 'legit' cias and tickets by using the data from the above files and downloading the titles directly from Nintendo's CDN
  • Batch-renaming of cia and ticket files according to a user-configurable template
  • Automatic creation of decTitleKey.bin file for titles in database with only encrypted title keys
  • Built-in wrapper for sockfile (network installing of cias with FBI)
  • Optional validation of title keys against CDN data

Thanks for the clarification !

So this software has access to all of the nintendo e-shop content ?

Let's say I would like to create a ticket and/or CIA file for a JP-Region game...like Super Robot Wars or Cardfight Vanguard.

Would this program allow me to do that ?
Only if you have the title id and encrypted title key for the game (if you only have the decrypted title key, you can encrypt it using Decrypt9).

Okay, for example, I would like to get this game :

ID : 2067
Name : Cardfight!! Vanguard G: Stride To Victory!!
Publisher: FuRyu
Region/Language : ja
Group: HR
Imagesize: 4096
Serial: CTR-BCFJ
TitleID: 0004000000170500
Imgcrc: 94434415
Filename: hr-cfstv
Releasename: Cardfight_Vanguard_G_Stride_to_Victory_JPN_3DS-HR 516767744
Firmware: 9.9.0J
Type: 3DS Game
Card: 1

Would I just need the information to gather the files, or would I need some other software to obtain it ?

And yes, I would be using a NA-Region 3DS to play a JP-Region 3DS game.

Now if I were to use a custom firmware like Luma-3DS, I would have no problem playing this out of region game ?

@breaktemp

I'm pretty sure Cardfight is on the JP eShop, but if the title you're looking for isn't on the eShop, you won't be able to download it from Nintendo's CDN (duh).

Secondly, it is instrumental for you to have the title key (which is a unique 32 character hexadecimal number) for the title you want to download. If you get this key from a dump from a 3DS (aka decTitleKeys.bin or encTitleKeys.bin), then you can use this tool. If you only have the raw key, you need to use either PlaiCDN (if you have the decrypted title key) or FunKeyCIA (if you have the encrypted title key).
