The network that I am on will not let me load 3dbrew.org. I keeps timing out and honestly has been that way for as long as I can remember. Do you know of any other site that has the title ID's?

Well, that 3dsbrew page is public info, so they can't possibly get mad if I share it. (Besides, there's zero actual sensitive data there.) Here's the current version of that page saved as HTML only (no CSS or anything, not that it does MUCH, but I'm keeping this minimal, so it looks a tad funny without it but works just fine.)

EDIT: My download of the 9.2U files failed so I had to restart. 40 minutes left before I can start the region change process. I will let you know how it goes.

Some of these don't strictly have to be deleted, but it's cleaner if you do I suppose. Be really sure you're ready before deleting mset though! I've probably also missed something, but, like I said, these are the key things that get in the way. I'm not sure about the sound app though. I don't recall it duplicating off the top of my head. Well, it should be installed by the CIAs if you do it right anyway and it won't crash the system to not have it there.

I've learned a few things during this process. One of which is if you have the SecureInfo_B on your system instead of A you can not use rxTools to inject it, but it does work with Decrypt9.
I managed to change the region but I got the keyboard error so it looks like I have to do it again. It's mildly frustrating.
EDIT: Mii Maker and Mii Plaza did not duplicate. So I am definitely doing something different.

Sure did. I think it is because I am using the packs from "the site" it did not have some of the files it told me not to install. The 00048 ones or something like that but I won't be able to get any other files for another week or so do to some internet restrictions.
And no, I'm not in prison or anything like that.

EDIT 2: It's not the system format. I guess I can try again next week. Also just noticed I was not doing a lateral shift. I was going from 9.1J to 9.2U. I will try a 9.1U when I can.

No. I did 9.1J to 9.1U. You want to change to the same exact version if at all possible. It may be better to go forward if you can't go to exactly the same. Another trick I did was to extract the versions from the previous N3DS firmwares I could find in order, overwriting in each case so that if anything was left out in one it should include it. The system format is also something you will need to do, though I think maybe I was able to rename folders before the system format this final time. I also didn't have a 00048005 file though, so don't worry about that.
EDIT: Oh yeah, I threw in all the updates I could find starting with O3DS updates to make sure there were hopefully zero missing titles. I did them in order starting from the lowest one they had and overwriting with each extraction so it would ensure it always used the newest version of every title and when I caught up to the N3DS versions did only them from there. This did leave me with the O3DS version of Face Raiders which was really stubborn as it would slip out of any folder I put it in on every reboot, but I've deleted it and good riddance. That would be 00021D00 for the US one that was being so stubborn.

I merged the 9.0U and 9.1U updates (9.1 overwrote everything from 9.0) and deleted the unwanted cia's but it still crashes when I try to rename a folder. I am also not getting any of the Mii channels duplicated.

Did you delete the key titles BEFORE installing the region swapped CIAs?

Yes, I think so. But remember, for now you need to stay on an emuNAND no higher than 9.5, so you'll want to update with a ROM for now. (Note that it's tricky to do this. I'm not sure if it's safe in rxTools, but in Gateway you have to hold the up button on the d-pad while starting GW mode or else it won't work right at all and could brick the emuNAND. I couldn't find any info on updating in rxTools and I still have GW, so I just used it to be on the safe side. Plus I didn't want to install such a massively uninteresting game on my system just to update anyway, lol.)
