ROM Hack Re-enable VC Restore Points?

I was wondering if it is possible to re-enable the Restore Point (save-states) feature in the select few Virtual Console games that have it disabled.
For example the Game Boy and Game Boy Color Pokémon games.

Is there a way of editing the .CIA or game post-install to remove the block Nintendo have imposed on the games, as I am pretty sure that the feature is likely still present in the games, just locked.

Is what I'm asking possible?
Or should I just create my own .CIA using ROMs?

AFAIK, you'd need to make your own injects that use the version of the VC emulator that supports Restore Points.
