I have downloaded ntrboothax and closed the application to then realize there were no ad card in my n2ds so in panic I formatted the ds and flash carts and tryed to reset yet I can't use my flash cart, is there a way to fix this without any cfw?

If you made a backup of the card before flashing NTRBoothax then just flash it back. Otherwise there are a few threads on here you can get a few backups from for your card to try and restore it. Then you can just try the hax again.

You can find the main backups in the official guide when you go to do the optional step of flashing your cart back
