Actually r4ds.com has an English section and is more up to date then the .net site. I ws able to get to the .com site earlier in the week but hasn't worked the past few days. The .net site is usually a few days behind with updates and they don't contain any of the cheat updates that have been released for the new firmware.

I gave the R4DS team FTP access to my server, they mirror all of their firmware files there.

Official R4DS Firmware Mirror

They seem to upload to my site just before they update their own site, so it's a good place to check for firmware/files. Like I said, they upload this stuff themselves, so whatever is there is straight from them.
