A devkit wouldn't help dumping the bootrom afaik.
Not really possible given that file IO isn't active then. Even making a NAND dump from a hardmod requires turning the 3ds on.well, i think that it's pretty obvius we need to dump the boot rom when the 3ds is completely shutted down

Maybe if we got someone well trusted and well informed on the subject to organize it things would go better?
