It's useful for game modding. You can do ROM hacks with layeredfs, and do RAM hacks with a cheat plugin or the debugger.

What DarkFlare69 said. It's mainly used for cheats (NTR plugins, or basically cheat codes for specific games, are scattered throughout the forum).

Ok, so unless I really need cheats I'm probably fine without it. It's just a .cia, right? No major modding beyond what I've already done for Luma?

Yeah its as simple as installing a CIA. If you're not into game modding or recording 3ds gameplay then it's probably not useful

the cia file is just a package for you to install the boot loader for ntr.
