Homebrew Question on the new Waithax.

If I was to launch homebrew from using basehaxx and was to run the waithax.3dsx, I would be able to do what exactly? Would I be able to install a hackable dsiware game?

1)because the game wouldnt be correctly signed, so it would fail to install if you're not runnin syg patches

No, there's no way.
Signature patches (which most CFW has nowadays) permit faking false signs to be ignored and be able to run those "backups"
