Hacking Question on M3 lite

I'm considering (eventually) getting an M3 lite for my DS's slot-2. I was reading something about it being able to save states during gba games. Does this mean that you can save a state during a GBA game, turn off the DS, do something else, then come back to that GBA game and resume from the saved state?

Also, I read that the M3 uses clean roms, meaning no patching. Is this also true?

Ah, I see - so if I understand correctly, I can create and load save states only if I patch.
