Gaming Question on DLC

I got a PS3 with a Region 2 Final Fantasy 13-2 disc and an American PSN account. I downloaded the free costume for Serah from PSN, installed it, but am unable to equip it through the Dress option on the Main Menu (it does not appear). When I try to access the Downloadable Content option through the Start Menu of the game, it says there is no downloadable content.

I'm confused. Do I have to make an account for a Region 2 country to get this working?

Yup. The dlc works with a specific game id, and for every region, the game id is usually different even if they're the same game.

Is it possible to download DLC like the Lightning Episode separately on a USB and then run it on a PS3, one that hasn't been jail break-ed?
