Hello. I am writing a tool that may help 3DS development, and I found an exploit that enables a cartridge to be booted at the system setup, so here's my question: Is the system setup user land or kernel? Is it Arm9 or Arm11? Thanks in ahead.

    Inside your bootloader (´◉◞౪◟◉)
It runs on arm9 but the initiating thing should run on arm9

Thats not an exploit. That is public info that has been known since the 3ds came out.
