Homebrew [Question] Downgrading using Homebrew

Can someone make a Homebrew app which uses the same downgrade method like Gateway?
You can inject emuNAND using this tool http://gbatemp.net/threads/release-3ds-multi-emunand-creator.381603/ but I think it isnt needed once you downgraded

I think it might be possible, but I am not so sure. At least I hope it is possible

Poissible if you have a <9.2 3ds, but it would be useless because there is already the Gateway one.
