Well you need an internet connection. And you can download games from the Nintendo E shop and play them on your Wii U.

Pirated games ? No. Closest for now is Wiikey U. It is a modchip you can pre-order (quite expensive) and that will play pirated games.
Legally Owned games ? Yes, you can connect your Wii U to the internet and download Wii U games after paying for them.

Yeah like "WiiU" said, there's a Wiikey U mod which is a solderless ODE. It's supposed to be released in a month from now so I'd wait to see how it turns out.

A word of advice, don't talk about downloading games illegally, it's generally frowned upon. (refer to it as using backups instead)
