If you use the pedometer to unlock Game Coins, does the 3DS have to be on sleep mode or can it be powered off?

sleepmode.
Just close the clamshell. It doesn't work if you have the system open(and not asleep), or off.
It registers a step when you shake it in your hand too, too easy to fake.

slightly off-topic:

Did anyone else randomly read the title as pedo-meter? (measuring pedos? WHAT?)

Are you referring to the word Paedo?.
 
If you travel in a car the step count meter goes up real quick. One trip to the shop and back ( which isnt that far away ) and I had done the 1000 steps already.

That's what I thought but it's not, I held the switch and shook the console but there was still shaking. I managed to locate it to around about the bottom screen.

There's a limit to the number of steps you can get per day, I believe it's 1000. Beyond the safety of your 3DS in aid paint mixer, of course...

I think it's really stupid to cheat on the pedometer.
Where's the fun in that? Also: It's designed so people will use street pass and actually meet somebody else.
I found 2 people in the city yesterday.
 
I got 600 steps when walking 500 meters - I don't know, it could be correct. Anyway, there is no maxium steps per day, but there's maxium coins per day: 10.
 
if the ds is powered off how would the pedometer work? Your question disappoints me A.H , i though you would know better...
