So, if I wanted a hard-mod like a Regionfree/HZ Genesis or something, are there any people who provide that service in the USA or would I be better served trying to learn how to do it myself? Never soldered or anything before so I don't know how precise you have to be. I feel like I'd maybe end up making a mess with the solder material and ruining the boards.

Personally I would go off and learn to solder, it isn't a hard skill to master. I wouldn't jump into the Genesis mod straight a way and would pick up a couple of electronics kits from ebay first just to get the feel of soldering.

But actually the genesis is an old console legit, it has large pins for it's ICs, large PCB tracks, everything is large.
Sure an amateur can do that, not much practice required.
