rename decrypt9WIP.bin to arm9loaderhax.bin

Make sure it is 11.0 and under or else you can't get any cfw.

Ok, turns out I didn't rename a file and now hourglass9 boots. My new problem is when I try to restore NANDmin.bin it always fails. Any ideas?

Try booting you 3ds with L. Make sure luma3ds is your arm9loaderhax.bin then boot your 3ds with L.
