Gaming Question about file sizes.

I have an over 4GB ROM in the .3ds format. My microSD is only FAT32 and I don't have a microSD reader on my Windows computer to convert it to NTFS. If I convert the .3ds to .CIA, will the file size go down?

ntfs wouldnt work on 3ds anyway

Nevermind, I found that it supports FAT32.

OK, so I converted it and it is 2.11GB. It was 4GB. Does that seem like a reasonable change?
