How does content manager connect to the vita? I was surprised that i was able to stream so smoothly while I was downloading my torrent

Content Manager looks for the Vita on your local network, as long as your torrent doesn't use up all the bandwidth your router can provide (which it isn't) then local connection speeds will be fairly "fast" since its just communicating with other devices on the same local network, so it's not limited to the speed of your ISP speeds.
cool thanks bro. Do you happen to know any software on pc that has that kind of ability but instead stream it on smartphone(e.g. iPhone, Galaxy S3, etc.)

There are tons of different ways you can do that. Personally, I used an FTP server on my desktop and XBMC on my android devices (it's on iOS as well, but you need to jailbreak).
