Question about argb hubs

I'm having a new case today but my motherboard doesn't have argb plug I'm curious if I can just buy something like this hub and control fanspeed/argb configuration with software using this hub

That specific hub you linked still requires an ARGB header to be able to work. if your board has one of the 3-pin ARGB headers, then you can use it, but otherwise, you can't. You can still likely use the fan headers though. I just don't recommend running the CPU fan on that header (unless you're running your fans on an AIO). It's basically a splitter, probably doesn't have any sort of logic running on it.

I mentioned my board doesn't have a argb header so I'm looking into other options I can still control them by using software
