I have a series of image files that are in the .psv format. Is there any way to covert them to vpk?

    ¯\_(ツ)_/¯
The .psv file format is basically a raw cartridge dump, if I remember rightly. I imagine the contents of the .psv (especially the executable) will be encrypted so you wouldn't be able to even open and decrypt them, let alone convert to a .vpk.

It's also worth noting that VPKs are just zip archives with a renamed file extension, and the contents of the vpk are completely unencrypted, making the .psv and the .vpk formats completely different to the point that a converter is just out of the question.

As a result, there aren't any such tools that you are looking for at the moment. Sorry about that. :(
