Hacking PSP 2001 CWCheat Will not Work

So here is the problem. I cannot get CWCheat to work. I have tried everything imaginable.

I have tried every download I can find, and here is what I have done:
1) Extract CWCheat Folder contents into SEPLUGIN
2) Edit POPS with ms0:/seplugins/cwcheat/cwcheatpops.prx 0
3) Edit GAME with ms0:/seplugins/cwcheat/cwcheat.prx 0
4) Disconnect PSP
5) Open Recovery Menu
6) Enter Plugins Menu
7) Enable both CWCheat Plugins
8) Exit Recovery Menu

Now, I've checked the CWCheat Database with a Database Editor. The game I'm trying to activate cheats on is Star Ocean: Second Evolution. The Database does in fact have codes for Star Ocean.

Now, I go into the game. I go into the open world. I hold Select for 3 second. Nothing. I hold Select for 5 seconds. Nothing. I hold Select for a minute. Nothing.

I have tried copying the CWCheat Folder into the SEPLUGIN rather than extracting the contents.

There was one CWCheat Folder I tried using, but it caused ALL games to crash on launch. I found the file "cwcheat.prx" which isn't in all the folders I've tried, was causing it.

Help?
