Gaming PS3 to Vita Question?

Both my PS3 and Vita have CFW, so I'm trying to stay off of the PSN with both. But I do own a legit download of the X/X-2 Remaster on PS3. Is it possible to cross-play without having to connect to PSN?

Also, I have no idea how cross-play works. Does it actually move some data over or does it just stream across the internet?

Cross-play/save requires PSN. It's basically cloud storage/conversion.
If you want to avoid connecting to PSN, it may be possible to use a hexeditor to copy and paste between your Vita and PS3 saves.
