Hacking PS3 HFW and HEN install help

I have a ps3 CECH 3001A that I've been modding. Unfortunately my RIGHT usb port aka "DEV" port is no longer functioning right in the middle of finishing up initial set up. I successfully set up HEN, but unable to add WebMAN MOD, MultiMAN, Managunz, or irisMAN.

I am currently set up with HFW 4.85 and HEN 3.00

I read there is a possible web function to install these from the system or a server?

To be frankly honest, I'm brand new to PS3 modding. I was following this guide: https://www.psx-place.com/threads/tutorial-ps3hen-the-great-ps3-hen-all-in-one-guide.24369/ and got to the part about adding those 4 packages and realized my usb port quit.

I found the PKG linker option to install stuff, but I was unsuccessful in getting it to work anytime I went to start the server for a wired connection. Located in C:/PACKAGES Folder. (probably did something wrong somewhere). I had an error for VCRUNTIME.DLL and reinstalled C++, c++ 2015 redistributed, and scanned the computers for errors. After that error resolved, windows defender was blocking unicontroller.exe so I removed all the virus protection off that computer and set the launcher.exe and unicontroller.exe to always run as admin. When I go to launch the server after all of that, I get no error and crashes instantaneously after i try and start the server.
