The "USB Dongle" was the first method to jailbreak the PS3 before any custom firmware were released.
Since the custom Firmware, you don't need these USB Dongles anymore.
About the downgrade, if you are past 3.55, then you NEED a hardware flasher (E3 or Progskeet, they both exists in clip, Solderless solution) to downgrade to cFW3.55
Once you downgraded, as the installed firmware IS a custom one, you don't need any USB dongle at all.
You don't need to keep the flasher inside your console either, that's why you don't need to buy one for your console, you could just use one from someone else.
