You could say the same about the 3DS, PSP, Wii and all the other consoles that people ported linux to though. Consoles are typically underpowered.
Wii and PSP was in a time where the Raspi didn't exist.
Neither did android devices really exist.
So it made sense to port Linux to them.
Unlike today where it makes much more sense to make Linux work more efficiently on a Quadcore Raspi that you can get for what? 50 quid? then a Vita that you can get for 80? which also needs to be on 3.60 or you'd have to dig deep and build an exploit chain first.
