Program that dumps data within specified offsets to another file?

I'm looking for a program that dumps data within specified hexadecimal offsets to another file. I found one called RomDumper, but it's missing an *.OCX file called comdlg32.ocx, and I have no admin access on the computer I'm using right now, so I can't register it.

Sorry, I didn't realize it was only 40 minutes. Felt a lot longer. I should've looked at when I posted it originally
