Hacking Problems with region changed emunand

Hey tempers, so i started to make an emunand using emunand9 etc. then got to changing region to JPN for my own reasons before you say luma is already region free which I know. So, yeah, then it got to this part: "

Launch Health and Safety (which is now FBI)
Navigate to SD -> cias
Select “FBI.cia”
Select the “Install” option, then press (A) to confirm
Return to the SD directory with (B)
Select “gm9out”
Do the following process for either the eshop folder, unknown folder, or both
Navigate to the folder
Select “<current directory>”
Select “Install and delete all tickets”
Wait. The system may appear to freeze, just give it time.
Press (A) to confirm
Press (B) to decline installing tickets from CDN.
Press (Home) to exit FBI" - I installed the tickets but they wasn't showing up?

Do I start from fresh or?

I realized I skipped that part when I made all my other region EmuNANDs. Doesn't seem to hurt anything. I don't use eShop on those EmuNAND.

I mean, could i potentially use tikShop/tikDevil then use TikSweep??

I think it has to do with the way eShop works with region change. eShop works usually on O3DS. On N3DS it usually works if you NEVER used eShop. Neither of this is 100%. We don't know why. Since I used eShop on my N3DS before, I never even bother to try.
