Hacking Problems with .cias, "An error has ocurred"

So, I downgraded two days ago installed acouple of cias etc, everything worked well, but when i tried to install the Puzzle & Dragons cia, it would not run! I've tried cias from two different places, and tried fbi and bluemenu, the install always finishes, but when I open the game and get past the 3DS logo it boots me back to the home screen with an error message which says that "an error has ocurred". all the games I installed previously worked, but now I can't install any game (tried nintendogs+cats and boxboy and had the same issue). The games that I had previously installed still run and save and everything, but every game I install now gives me this error. What gives?

is the Game Region different from your System?

yes,some games doesn't work when the region isn't the same,it can be solved by spoofing the region
But if you are sure that the Region is the same,then it's a problem with the .cia
