Better asking on the official GBAtemp thread for it btw. It might worth exploring if you can already just modify the joystick settings, if the New 3DS extra buttons and inputs might be just mapped to extra ID's after 11.

I've been trying all sorts to get this done tbh - I find using the nub for 'look' all the time is no good for play sessions longer than 10 minutes l
I tried mapping higher numbers as you suggested but nothing changed.
I'll give that rehid thing a go: looks promising!!!
