installed _legit_ cia files (ones dumped from preinstalled on stock 3ds versions) can be launched on any official firmware as long as it meets the required version.

The tricky part is getting the permissions on specific firmwares (9.2 - 10.3) to install the _legit_ cia. These cia files cannot be modified prior to installing them or it breaks the ability to load them (and possibly install them, I avoided modified pre patched cias since I'm on official firmware)
