hey so i have a old 3ds running on 10.1.0.27u can i get portal (i am using theme hax btw)
 
You should be able to run it provided that you have an entrypoint to load the homebrew. You have 3 options:

Ironfall (This is only if you have the old version, not the current one that is up on the eShop.)
Browserhax (Free)
Themehax (Free but requires one of the two entrypoints here to install)

As for getting the portal game itself, use the above link to get it.

sorry I'm new where do i put all the files it has portal3DS.3dsx and portal3DS.smdh and a folder named Content where should i put ever thing <3

Portal3ds works differantly than other homebrew.
Put everything from the 3dsx file and the smdh file plus the Contant folder straight into the 3ds folder.

Edit: put everything in the 3ds folder
 
You just need the .3dsx and .smdh files. Extract them, put them into a folder that's named "portal3DS" and copy paste that to your 3ds folder in your SD card.

You also need the content folder. The portal3ds files need to be put directly in the 3ds folder with the Content folder in the 3ds folder as well.
At least that's how my build works at least.
