I know you want tough gym leaders, but the first gym being at Lv24 is still, darn high.

Audinos give couple lot of EXP but fighting them a lot of times can be damn boring. (Stupid patrats)

Exactly, it would be boring to see that the majority of the pokemon you battle are the same, there are a bunch of pokemon with high EXP yields that you can use.

The best thing to do is look for pokemon with high base experience, they give a lot of EXP, these pokemon include Audino, Chansey, Blissey. Legendaries, Psuedo-Legendaries, and many Dragon types.
