ROM Hack pokemon ss problem

hi
i got to the 8th badge of the second region and i think i enabled all items even key items with pokesav
and that gym by the cave you cant enter has no gym leader inside i think its cerulean town
even when i go to the place where the gym leader supposedly is supposed to be by bills grandads house she isnt there
and i tried enabling all badges so i could skip it and in my case i have all badges but no one recognises this

i did and now the magnet train works but still no gym leader

And that's why you shouldn't use pokesav until you complete the story.
This save is fucked up, and you'll have to start all over again.

that happens when u use cheats.
play it on your self without cheat.

i fixed it without cheating and before the only cheats i used were hms erasable and all items by accident
