Did you do it? If not, then maybe some credits to actual author (from file I assume their nick is Coxxs)?

Is there a way to modify this to cap it at something like 35 or 40FPS? I tried changing the values in the pchtxt file to "40fps" on both sections but it was still showing 60FPS ingame

You can't. This mod only changes game's mode from 30 FPS to 60 FPS (changes assembly instruction that normally reads 1 to always get 0, 1 = 30 FPS, 0 = 60 FPS). Any other FPS target than 60, 30, 20, 15, 12 (those are officially supported by Pokémon Engine since LGPE, but GF ignored testing games at 60 FPS which often were broken when forced) requires much much more work + engine doesn't have internal FPS lock, so that must be handled separately.

I have to wait, I can't extract the hash codes from the game, when they are pulled out, the moderы will be able to get to work, after the official release, the moders will be able to exhibit something on the sites and then you will know

You will try you can try to limit the frame rate of the emulator itself in the nvidia or Radeon application, but it is unlikely that it will work correctly.

Hey so figured I'd post this here because I've literally seen no one talk about it or complain about it anywhere but I've noticed that the music in the game in some areas reuses music from the original X and Y games. I'm willing to bet the 1.0.1 update is meant to fix that but since it crashes emulators on launching the game there isn't much that can be done until a fix comes up. If anyone is curious the Boutique, Hair Salon and Museum all use music from the original games.
 
Can anyone tell me how to use this? I've never used this stuff before, but I don't understand anything either....

(As in, I have the emulator on my pc, now what? Does anyone have a step-by-step DIY tutorial??)
