After getting 8 badges, I wanna use surf at new bark town to get to the elite 4 but the girl stop me from doing it.

you only need to catch ho-oh, not both entei and raikou as well.
though they may be of use in the elite 4 if your pokemon arent a high level

beat kimono girls in ecutreak , get ho-oh , then your all set
