1.Is it possible for a Rayquaza with Timid nature to have a speed stat of 400+ ?
2.I have a fully EV trained Salamance and I used Draco Meteor on a Rayquaza on WiFi it said that it was super effective but he only lost like 2% of his HP

Doubt it. This is why I don't even play it on wifi

Rayquaza maxes out it's speed around 300 IIRC(unless scarfed). That Draco Meteor should have OHKO'ed.

that Rayquaza must have a Defence/Sp.Defence of 999 with the help of Pokésav
otherwise draco meteor would of KO'd it

Can Kingdra have a higher speed stat than a Sceptile?
Faced issue a lot of times against trusted friends and was wondering if maybe I was mistaken.

In a few situations,

Your sceptile is atrocious
He was scarfed
He was under the influence of swift swim

If anyone is ever skeptical about a battles outcome, just save it to your recorder and try uploading it. If it doesn't let you, one or both of you are cheating.
