I have a problem. I have the V7 english patched rom for B/W and I put in the cheats to get passed the blue screen and that works. Then I wasn't able to save so I put in the save code and reset the cartridge like instructed, but it ALWAYS rom crashes. What do I do? Can someone help me please?

try desmume as your emulator.

When playing b/w on the PC you shouldn't need anything except the EXP Patch, so my guess is your emulator screws things up.
also, you wait 18 minutes before bumping your thread? This is not an image board where you constantly have to bump your thread. Either someone has a suggestion, or you're on your own. In that case, you can try describing your problem in more detail, as most people are much more inclined to help you when you stick to the technical details, and what you tried to solve it.
