My ram sticker shows 2133mhz timing 10 11 10 31, 1.5v and my cpu is i7 4790k which can only handle 1600mhz ram. my question is that should input 1600mhz timing 9 9 9 24 1.5v or 1600mhz timing 10 11 10 31, 1.5v in the bios since I cant use xmp profile? Or should I set xmp profile and select 1600mhz as the speed instead of 2133mhz?
 
You likely won’t notice any difference no matter which setting you use.

Generally you’re better off setting it to 1800Mhz (the sweet spot for your CPU) or 2133Mhz. And leaving timings to default. The motherboard will consider it an overclock, but it’s not to the point that it would affect other parts negatively.

There are only a few very specific cases where timings make a difference... and I don’t even remember what they were.
