PS1/2 Playing Burnt Import Games on PSX?

You can play burnt games...
You can play import games...
But can you play Burnt Import (or i guess out of region in this case) games?

I've tried disc swapping with the NTSC-JP version of Vib-Ribbon on my NTSC-U PSX. Could it be a bad rip? My other In region games just play just fine when discswapped. Anything im doing wrong? Or is it just impossible?

(ps. the disc spins back and forth and then just gives up after the final swap)

using ps-x-change, i did it (kinda). Vib ribbon loads, but ironically, crashes at the loading screen. (also took like 2 minutes to boot to the title screen). Idk whats happening at this point but im calling it a success (maybe)

Edit 2 : I cleaned lens and it loaded.
