I wish I could at least use mine as a BR player. That's one of the things that I am hoping for. I still don't understand why this had to be activated online.

Yes it can, but it needs a first time only online activation iirc

You can also activate it from the debug menu: Enable Blu-Ray Playback On The PS4, Without The PSN

That works on 1.76 and should on later firmwares too. I suspect the debug menu has been unlocked to install custom PKG's, so you can enable Blu-ray playback at the same time once this is eventually released i'd imagine.
