What is the Best Setting?

Outrun 2006 I would recommend to buy the pc version for the best experience.
Capcom classic collection, use Mame.
Sonic collection+ use different emulators possible gens.

Sorry but ps2 emulation isn't the best at the moment, so to appreciate the games I recommend this.
The ps2 version of outrun 2006 isn't great overall, I bought it back in 2006 and a year later I bought the Xbox version which is much better and looks way cleaner.

Your best result is to go to pcsx2.net because they are the only people who are used it and can answered your questions for their experienced.

That's the worst part about PCSX 2 is that like half of the games need different settings. I use Launchbox to launch my games and someone made configs where you can load the game with different settings using the same emulator through Launchbox. But they haven't made them for all the games.

your specs seems fine to run pcsx2

best way to tell what config is best is to try it out your self

i was running 1080p with a lesser computer then that
