PC runs sluggish after exiting RetroArch?

My PC runs fine when using various programs, games and when browsing but becomes sluggish and generally unresponsive after exiting RetroArch. Is this a common problem or possibly something else?

It would help to troubleshoot if you'd give your specs, the version and os you're on. That's common sense and people around here would appreciate it if you'd do that in the future.
