Hacking Patching real games using an action replay?

Ok, this is a question that also applies to GBA games, but is it possible to patch a game using an Action Replay(or to write a value permenintly) so that you can erase anyn save data and it will still stay the same?
I ask because in the used games sections of various gamestations, you will always find a game where the value never changes.
Is this a hacked rom on a dummy cart, or is it actually a real game that has been hacked. Is this achievable using some hardware?

Could be just a glitch with the Action Replay. Or maybe it has to do with using the Actual Action Replay hardware.

ROM = read only memory. So no, it is impossible.
