I'm using Slot 1 card. so do I still need to DL that ml3u.scc file? cuz whenever I try to it's downloading the same ndspatch.dat.
where can I get the scc file?

Dont need the scc if you are using the ndspatch, just have to enable patch from file. it takes about a minute to load though, so just wait that out, once you do no problems, as far as i tested.

Takes 3 minutes? Are you sure you have the right options enabled? You need to have Enable Patch, Patch Speed, Patch Saver, Enable Reset and Enable DMA checked. This makes the rom load pretty fast.

yup i enabled all the options as mentioned in post 1.. i think CloudAsdf also having the same problem, so not unique to my DS..
