ROM Hack patch a cheat into a rom ?

Not that long ago i read on this very forum about a process to take a cheat and directly patch it into the rom itself. i have tried the search function but all i get is either smt:sj or hg/ss threads. if someone could explain to me how to do it i would be much obliged.
