i would have done that at your place, simply ctrtransfer to 9.2.0, do a nand backup and then start from step 1 of the a9lh install (here)

I can't run Freeway because my 3DS can't run Browserhax, is there a way to get here from the Homebrew Launcher?

If your Browser is functional, you can run the Freeway exploit. all it does, is patching the systems to run unsigned apps (in this case, sysupdater)
