Saw someone saying the same (error when updating to v11 with system settings) but don't remember where and what was the solution.

Maybe try again and if it errors again, just go with the rest of the guide (if you can boot normally) and try to update after you finish the guide.

It's also possible to update with sysupdater and finding the v11.0.0-33 for your region on "that ISO site".

I skipped the step, thanks! After putting back the original H&S app (saved as hs_original.app on the SD card) the FBI icon and title stays. Can this be fixed?

Yes, if you already installed FBI as cia (you'll have a FBI Icon in the Home Menu) it's a matter of deleting the Health and Safety app from there and Updating via System Settings.

Can I install encrypted CIAs with FBI? I have a CIA file to test and I don't know whether it's encrypted or not.

AFAIK cias aren't encrypted.
You can install them with FBI.

If you want games, search for Freeshop (on gbatemp) and you'll have access to an eShop clone.

It's all you need for it (besides a big SD card to install all of them)

Also I streetpassed my other 3DS and it told me my most recent software was FBI.
