Hacking PAL -> NTSC

Is it possible to force a PAL game to be NTSC without using the backup launcher? I mean like, is it possible to patch your backup to be of the opposite version (PAL NTSC)?

you can patch the game itself or you could install preloader with t's hacks and do it that way...
WiiFrii v2.3b is to patch the game iso itself....
