create a folder named "hans"
put the 0011C500.romfs in there
try again

By the way I'm quite glad you made this as Rayquaza is one of my favorite Pokemon. I'm just wondering, since I have not gotten too far, is Rayquaza's role the same as the original Emerald?

No, right now the story still plays out the same as alpha/omega.

Opinions shouldn't affect the Delta Emerald rom hack, make wallace the champion and have steven challengable at meteor falls

Eventually, id like to make it a double battle against the two, that way the player gets a choice.
And honestly, i kind of like steven as the current champion, so im unsure about that right now.

Or how about make Steven a champion at first than after beating him Wallace will replace him after beating Wallace you can challenge Steven at the Meteor Falls with 6 Pokemons at lv100 and then after beating him Wallace will power up too(but maybe not up to lv100). Double battle against Steven and Wallace at Meteor Falls or perhap better yet somewhere else is a good idea too.

You'd need to edit what models appear at so and so scripted events. You could make Steven have Wallace's team in the rematch, that's about it.

That would be a very large task to drastically change the story like that maybe in a year or two technology will be there to do that.

I agree.
Seeing how Pokemon always seems to be filled with people interested in hacking, I give it a year or two until the proper tools have been made so that people start making hacks that change scripted events and so.
The Pokemon hacking community is very active and they sure can do so.

If he is gonna remake emerald then he should make it as close to emerald as possible, so far, this hack is a pointless challenge hack with some texture hacks here and there
