Hacking Opening "packed" files (Game Updates)?

so, I've downloaded the latest update for Smash Wii U with UWizard's NUS Downloader U, and all the interesting directories contain a single file named "packed" with no extension.

Put simply, I want to get into those files for the contents. How do I do this?
